Federal government has been spending an enormous amount of money to encourage more students to attend college which include Pell Grant which is offered to low income students, the Federal Supplemental Education Opportunity Grant program awarded to students with most need, the Academic Competitiveness (AC) Grant is also available for students who are eligible to receive a Pell Grant who are demonstrated academic skills and is granted over and above any other grants a student may receive, National Science and Mathematics Access to Retain Talent (Smart) Grant which is awarded to students who are eligible for Pell Grants and who are majoring in physical science, computer sciences, mathematics, technology or engineering or  a foreign language which has been identified as critical to national security. To obtain these grants you need to fill out the Free Application for Federal Student Aid (FAFSA) form and in response, if you are eligible, they will forward to you more relevant forms for completion and return.

To apply for a Federal College Grants you will need to file a FAFSA.

There are other Federal College Grants which are for specific categories which include the minorities such as African-Americans and Hispanics, who are eligible to apply such specific grants, apart  from other grants they are can apply. This is mainly to encourage minorities to reach a higher educational level

It is the same for women who seem under-represented. The Federal government provides additional funding to encourage women to pursue higher educational programs.
